The different measuremets are for different sock heel types such as short row heels, toe up non-heel flap heels, and either directions, toe-up or top down short row heels or peasant or replaceable heels.

I wanted to play around with mini socks but had no needles small enough at the time (000) so I tried knitting with toothpicks!  Much to my surprize, they turned out really cute.
